Why is North East Lincolnshire Council reviewing its Charging Policy?
When the Care Act comes into force on 1st April 2015, the legal basis for calculating charges for care and support services will change. All local authorities need a new charging policy.
The Care Act will impose significant financial burdens on local authorities; these burdens are in addition to the existing financial challenges they face.
Unlike NHS services, adult care and support services are not free at the point of delivery. The Care Act allows local authorities to recover some of their increased costs by making additional charges. The Care Act does not change these important principles:
North East Lincolnshire Council (NELC) wants to make the best use of its resources, but it does not intend to take every opportunity the Act allows to make a charge. For example, it does not currently want to use its right to charge for carers’ services, because it recognises the contribution that carers make to supporting some of the most vulnerable members of our community. Due to its difficult financial position, NELC does want to consider other proposals to recover its costs where it considers it appropriate. A final decision will not be made on these proposals until feedback has been received from residents/ service users. Where individuals are affected by any decisions made, these will be discussed with them at the time of the annual review of their care and support needs; no individual changes will take effect until that time. No one in receipt of care and support services will be charged more than they can afford to pay, in accordance with the law.
Who is asking for views on these proposals?
An independent research company – Social and Market Strategic Research (SMSR Ltd) – has been asked to support the consultation. SMSR will ensure that all of the information you give via the online questionnaire will be treated in the strictest confidence so that you are not personally identified.
